Introduction

Palermo is a political laboratory. It presents a clear moderate-conservative profile regarding voting behaviour since the early stages of Italy’s democratic instauration. After a continued centrality of Christian Democracy (DC) in the so-called First Republic and despite a structural advantage of centre-right political formations since the 1990s, the city was controlled by a key political figure: Leoluca Orlando, the incumbent of the 2022 electoral competition with centre-left positions on most crucial issues, yet the leader of civic lists that have traditionally obtained large consensus among Palermo’s citizens (Azzolina 2009). This study contributes to the electoral research on Palermo by investigating the outcome of the 2022 municipal election held on June 12, 2022. Along these lines, the study is structured as follows. Firstly, it illustrates the main features of Palermo’s electoral history by emphasising the role of Orlando’s legacy and the centre-right ruling class. Secondly, the study presents the electoral supply for the competition by highlighting the coalition strategies followed by the main political formations. Then, the third section deals with the electoral campaign, characterised by left parties’ disengagement and limited issue entrepreneurship. Moreover, the fourth part presents the electoral results, focusing particularly on the high abstentionism recorded, the vote shares obtained by candidates and parties, and the aftermath of the election. Then, a concluding section follows.

Vincenzo Emanuele è professore associato in Scienza Politica presso la LUISS Guido Carli di Roma. Ha conseguito il dottorato di ricerca in Scienza della Politica presso la Scuola Normale Superiore (ex SUM) di Firenze con una tesi sul processo di nazionalizzazione del voto in Europa occidentale e le sue possibili determinanti. La sua tesi ha vinto il Premio 'Enrico Melchionda' conferita alle tesi di dottorato in Scienze Politiche discusse nel triennio 2012-2014 e il Premio 'Celso Ghini' come miglior tesi di dottorato in materia elettorale del biennio 2013-2014. È membro del CISE, di ITANES (Italian National Election Studies) e del Research Network in Political Parties, Party Systems and Elections del CES (Council of European Studies). I suoi interessi di ricerca si concentrano sulle elezioni e i sistemi di partito in prospettiva comparata, con particolare riferimento ai cleavages e ai processi di nazionalizzazione e istituzionalizzazione. Ha pubblicato articoli su European Journal of Political research, Comparative Political Studies, Party Politics, South European Society and Politics, Government and Opposition, Regional and Federal Studies, Journal of Contemporary European Research, oltre che sulle principali riviste scientifiche italiane. La sua prima monografia Cleavages, institutions, and competition. Understanding vote nationalization in Western Europe (1965-2015) è edita da Rowman and Littlefield/ECPR Press (2018), mentre la seconda The deinstitutionalization of Western European party systems è edita da Palgrave Macmillan. Marco Improta (Napoli, 1995) è postdoctoral researcher presso l'Università di Siena. Ha conseguito il dottorato di ricerca in Politics presso la LUISS Guido Carli. È stato Visiting Research Fellow presso il Department of Political Science della Hebrew University of Jerusalem, Visiting PhD presso il Department of Politics and International Relations della University of Oxford e Visiting Researcher presso il Centro de Estudios Politicos y Constitucionales del Ministerio de la Presidencia, Governo di Spagna, Madrid. I suoi principali interessi di ricerca riguardano i governi e la rappresentanza politica in prospettiva comparata. Ha pubblicato articoli su riviste scientifiche internazionali e nazionali, tra cui West European Politics, Political Studies, Parliamentary Affairs, Journal of Legislative Studies, Mediterranean Politics, European Politics and Society, Rivista Italiana di Politiche Pubbliche, Quaderni di Scienza Politica, Italian Political Science, Journal of Contemporary European Research, Italian Journal of Electoral Studies. È inoltre autore di contributi pubblicati in volumi. È membro del CISE, del CIRCaP e di varie associazioni scientifiche nazionali e internazionali tra cui IPSA, MPSA, CES, SISP, SISE, ISPSA ed ECPR.
