A latent-curve model of strategic adaptation is developed and fitted to district-level election data from Spain. The extent of strategic adaptation is generally found to vary with the strength of the electoral system. However, grave ethnic tensions are demonstrated to seriously retard adaptation even under favourable institutional conditions. A large literature examines the composition of cabinets in parliamentary systems, but very little attention has been paid to the size of those cabinets. Yet not only is the size of the cabinet related to the division of portfolios that may take place, cabinet size is also related to policy outcomes. In this article, a theory of party size is considered which examines how coalition bargaining considerations, intra-party politics and efficiency concerns affect the size of cabinets. Hypotheses derived from the theory are examined using an extensive cross-national dataset on coalition governments which allows us to track changes in cabinet size and membership both across and within cabinets.

This study suggests that performance voting is characterised by extensive individual heterogeneity. Most economic voting studies to date treat voters as rather homogeneous in their reactions to economic performance of incumbents. Yet, a large and well-established line of research from the American context demonstrates the conditional impact of political sophistication and salience on voters' political attitudes and behaviour. Building on this work, this article explores individual-level variation in performance voting due to political sophistication and salience. Utilising cross-national data from the Comparative Study of Electoral Systems (CSES) including 25 democracies, performance voting is examined across an array of policy areas including the economy, social welfare, immigration and national security, and it is shown that political sophistication and salience are key moderators of performance voting. The findings suggest that holding governments to account for past performance is mainly the prerogative of the highly sophisticated and thus may be more laborious than previously assumed. At the same time, the results indicate that the sophistication gap in performance voting narrows when voters attach a higher degree of salience to a policy area. As long as voters care enough about government activities in a particular policy area, incumbents can expect credit or blame for policy outcomes. This should provide at least some impetus for responsive policy making.

Abstract Under evaluative voting, the voter freely grades each candidate on a numerical scale, with the winning candidate being determined by the sum of the grades they receive. This paper compares evaluative voting with the two-round system, reporting on an experiment, conducted during the 2012 French presidential election, which attracted 2,340 participants. Here we show that the two-round system favors “exclusive” candidates, that is candidates who elicit strong feelings, while evaluative rules favor “inclusive” candidates, that is candidates who attract the support of a large span of the electorate. These differences are explained by two complementary reasons: the opportunity for the voter to support several candidates under evaluative voting rules, and the specific pattern of strategic voting under the two-round voting rule.
